Abstract

This article studies the paradiplomacy of Paraná and Concordia cities in Entre Ríos Province, Argentina between 2008 and 2015; it offers both an institutional approach and an empirical analysis based on qualitative methods. The survey concludes that despite the absence of strategic city planning Concordia was more active and effective than Paraná in its internationalization efforts. A municipal bureau for international relations in addition to a local development vision of municipal authorities highly contributed to these results.
